This workshop is designed to equip participants with foundational knowledge and practical skills needed to communicate effectively when internet-based communication is unavailable. For individuals, communities, and organizations interested in improving operational resilience, this session provides a well-rounded introduction to essential emergency communication (“EmComm”) concepts and tools.


The workshop begins with an overview of radio physics, explaining how radio waves propagate, how frequency affects
range and performance, and how environmental factors such as terrain and weather influence signal strength. Participants will gain a clear understanding of why certain communication methods succeed or fail under different conditions. An exploratory tour of the radio spectrum will also familiarize participants with how different parts of it are utilized and regulated.


Participants will be introduced to the various radio services available to them, including amateur radio (“ham radio”), GMRS, FRS, MURS, CB, ISM, and commercial radio. Participants will learn about the equipment used in emergency settings, including handheld radios, mobile units, base station units, repeaters, antennas, power sources, etc. Basic operation techniques and radio etiquette will also be explained.


Building on this foundational knowledge, the session then explores emergency communication planning. Attendees will
learn how to implement simple but effective communication plans (such as PACE plans) for families, teams, or entire
communities. By the end of the workshop, participants will know which licenses and equipment they need to acquire and they will have the confidence to begin building their own emergency
communication plans.
